Activists led by the United Filipino Consumers and Commuters group stage a picket at the World Scout Jamboree Memorial Rotonda in Quezon City on Saturday, 4 March to protest the Enhanced Defense Cooperation Agreement between the Philippines and the United States which the group says could spark war with China.

Excerpts from the interjection/speech of Cagayan Governor Manuel Mamba (1 March 2023) during the Philippine Senate Hearing on the Enhance Defense Cooperation Agreement between the Philippines and the United States:

 

โ€ฆโ€œPeople from the US Embassy came to me: Three colonels, one political officer, and one labor attachรฉ. They said that this could be an investment (referring to EDCA bases). They made me look like a fool. They thought that I could not understand them.

You know the three military people agreed with me when I said that, โ€œYou started engaging with China. Now, youโ€™re trying to contain them. You know, China never invaded or conquered us, we have no problem with them. We never sought them out during a disaster, but they always came to lend a helping hand. They donated rice and other goods during disasters. They are our neighbors.โ€ Please, we should not consider them enemies just because of the US. Let the US and China have their own war. But we can never be an enemy of our neighbor.

No foreign forces (American troops) in Cagayan. We will have sleepless nights. We are the one nearest to Taiwan. But Iโ€™m sure that weโ€™ll never get hit if we will not get involved with this. China needs us, and we need them too, including that of Taiwan, including that of South Korea. This is finally our time. Our neighbors have already become developed. This is our time. We have already suffered enough but we never saw an American help us.

The political officer of the US Embassy came to me with three military men and the economic attache, as if he was insisting to me that I was talking with Chinese officials. Never!. It was as if we could not decide on our own. No Chinese official ever talked to me about EDCA, about Taiwan, about all of these. That is why I stood my ground. We can see everything. Just leave us where we are today so that we do not disturb the peace.

We see a lot of partnerships with our neighbor (China) in the future. They (US) do not want China to become prosperous. The Chinese are just making friends with us so that they can enter and develop our agriculture, our aquaculture, and everything here that they also want to buy for their food security. We do not sell any products except rice and corn in Metro Manila. I think this is our time.

I hope you can understand where we are coming from. We feel that the future of our region is connecting with our neighbor in the north. From the very start, in 2016, when I became governor, I said let us look northward, letโ€™s move northward, and letโ€™s connect northward. That is why weโ€™re trying to dredge our rivers so that we can open our sea ports and reconnect with our neighbor up north. This is what we can see and I think this could be our gateway to a more progressive Philippines, to a more progressive Cagayan, to a more progressive northโ€ฆ..

Again, madam chairperson (Sen. Imee Marcos), please, be with us here. I know you are really with us here because this is the future of the north, this is the future of the Ilocanos too, and is even the future of the entire Luzon and the entire Philippines.

Thank you very much for inviting us here. Itโ€™s nothing. I never talked with any Chinese about all of these things. When I went to Laoag (Chinese Consulate) to attend their party, they shunned from talking about these. That is why I realized it is not disorderly to talk with them. They also try to understand our interests. Like them, we also try to understand their interests. – Gov. Manuel Mamba.
