U.S. interference in Philippine foreign policy and relations countermanding the direction set by the President of the Republic of the Philippines is at the heart of the “New Model” crisis today besetting Philippine government, dividing the nation and the Armed Forces of the Philippines.

President “Bongbong” Marcos on December 16, 2023 in a speech in Tokyo called for a “paradigm shift” in the Philippines’ approaches to its maritime dispute with China adding that “We’ve gone down the wrong road. We have to disengage and find ourselves a more peaceful road to go down…”

Marcos’ directive advanced to the Wang Yi-Enrique Manalo phone talk of December 20, 2023 where the latter expressed willingness “to strengthen dialogue with China in good faith, make god use of the role of bilateral communication mechanism on maritime issues, and jointly seek a solution to the issue.”

On January 17, 2024 the 8th Bilateral Consultation Mechanism met in Shanghai with Undersecretary Ma. Theresa P. Lazaro and Asst. Foreign Minister Nong Rong declaring the meeting to be “pursuant to the agreement reached between President Ferdinand Marcos Jr. and President Xi Jinping in San Francisco last November 2023 to ease and manage tensions in the SCS…” and “had frank and productive discussions to deescalate the situation in the SCS…”

On the basis of this three-months process of “paradigm shift” towards “de-escalation” Wescom Vice Admiral Alberto Carlos took action to ensure subsequent de-escalated RORE missions to Ayungin Shoal which was achieved vis the “new model” arrangement with the February 2, 2024 “flawless” RORE mission to BRP Sierra Madre.

On February 13, 2024 Philippine media headlines blared, “Transparency strategy in WPS will continue despite de-escalation deal with China, says PCG’s Tarriela” and in his own words, “Let me again emphasize that our transparency initiative remains to be the same, how aggressive we are, how we started until now it remains to be the same…” What gave the lowly spokesman the gumption to defy the directive of the President of the Republic of the Philippines.

Senator Francisco “Kit” Tatad writes an explosive revelation in his May 15, 2024 column exposing direct US hand in the “chain of insubordination” ending up with Tarriela: “It appears… that in one conversation between a top Philippine defense official and a top US diplomat, the former was asked, ‘Why are you talking to the Chinese?’ The defense official reportedly denied any knowledge of it and promptly turned the heat on Carlos.” It is incumbent upon the Senate Foreign Relations Committee to investigate this act of insubordination, if not subversion, by the highest civilian officials of the Philippines’ defense and security officials which we demand, otherwise we shall convene a People’s Tribunal to be tasked with the investigation.
