China’s 4 Global Initiatives vs. Unipolar Chaos

By Herman Tiu Laurel

Why are we discussing China’s 4 Global Initiatives at this point in time? It is because it is important for Filipinos to understand the connection between the on-going national, and now international, trillion-pesos corruption scandal in the Philippines and the U.S.-Western Deep State.

The corruption chaos the Philippines is undergoing today is due to the Unipolar world of the  US-Western Deep State and its arbitrary “rules-based order” that reasserted itself through the unholy alliance with President Bongbong Marcos in February 2023 opening additional US-EDCA military bases going against his own position in 2014 aligned with the late Mirian Santiago’s anti-EDCA senate policy.

After Marcos Jr. acceded to the expansion of the U.S. EDCA bases a deluge of anti-China actions were initiated pushed along with huge funding from the U.S. Congress with its 2022 America Competes Act allotting $1.6-billion in anti-China propaganda funding, among others, to spur Filipino proxies into anti-China activities.

The Philippine Legislature and the AFP/PCG were let loose as attack dog on fabricated China issues such as the so-called SCS territorial conflict that others are resolving amicably through joint ventures, the “Chinese spy network” based in the POGO industry, the elimination of the option for the “Independent Foreign Policy” by opening the National Budget to legislative plunder to get the kidnapping Rodrigo Duterte,  VP Sara Duterte impeachment and to possibly save their own families from their orchestrated war with the billions they have looted.

This is the direct result of allowing into the Philippines the U.S.-Western Unipolar world system based on their power and right to interfere in the “internal affairs” of any country based on their unilateral “rules-based order” outside of the ambit of the 193-member United Nations and its International Law. The Unipolar forces collaborate with the corrupt economic-political ruling class to subvert the democratic purpose of government to pursue plunder and proxy war.

The Philippines is not alone in being victimized by the Unipolar world “rules-based order” hegemon, Ukraine is a  prime example of how an East European nation was invaded by the Unipolar forces in 2014, targeted for “regime change” (coup d’etat using violent “people power”) and forced to gear up for proxy war while the most corrupt in politics and economics were promoted to power – including the violent terrorists Nazi cults, in the Philippines it’s the alliance with the CPP/NPA.

At this moment as we discuss the corruption scandals in the Philippines Ukraine is into another round of corruption scandals as a $100-million embezzlement case in its bombed out energy sector was paid in kickbacks from contractors of government officials – but this is only the latest in the country that has been known as “the most corrupt nation in Europe since 2015 as The Guardian headline in 2015 shows, “Welcome to Ukraine, the most corrupt nation in Europe.”

China’s 4 Global Initiatives for world peace and prosperity.

Global Development Initiative (GDI)

            Since the advent of the New China based on humanist socialist ideology it has aspired to build a peaceful and prosperous world for its self and for the World. The rest of the newly de-colonized world also hoped for the same and in 1955 the Non-Aligned Movement 29 countries of Asia and Africa led by China, Egypt , India and Indonesia gathered in Bandung, Indonesia, and with the other countries drew up the Five Principles of Peaceful Coexistence, which are:

  1. Mutual respect for sovereignty and territorial integrity;
  2. Mutual non-aggression;
  3. Mutual non-interference in each other’s internal affairs;
  4. Equality and mutual benefit;
  5. And Peaceful Coexistence.

In the 75-years that followed the U.S.-Western powers continued their neocolonial

pursuit of global hegemony arising triumphant in 1991 after the Fall of the Soviet Union to establish the Unipolar world where the sole superpower ruled as its pleased, hence “the rules- based order” of the United States of America and interfered in every region and every country’s affair as it pleases waging war in Yugoslavia, Iraq, Afghanistan, Libya, Syria, Palestine, Ukraine, and now pushing proxy conflict in Asia.

            Contrary to the U.S.-Western powers’ campaign of constant conflict and chaos China in all the past decades since the founding of the New China has sought development and peace in all its endeavors. From its 1970’s economic outreach to impoverished Africa with the Tanzania-Zambia Railway project to its present-day Belt and Road Initiative China has always spread economic development to underdeveloped nations. Through China’s decades of astonishing growth, it gained the economic capability to help the whole Global South towards development.

            The Belt and Road Initiative (BRI) started in 2013 to spread development across the Eurasian continent and seas. This further evolved and in September 2021 President Xi Jinping of China proposed the Global Development Initiative (GDI) at the 76th session of the UN General Assembly to accelerate the implementation of the 2030 Agenda for Sustainable Development. The BRI has approximately $ 1.175-trillion invested in BRI-projects with over 150 countries and GDI has over 60 nations joining the Group of Friends of GDI by 2022.

            Global Security Initiative (GSI)

            The world under the rule of the Western Powers have been in constant turmoil for 500 years, the non-Western world does not wish to see this into perpetuity. President Xi Jinping in April 2022 at the Boao Forum announced China’s proposal to establish forever peace among nations of the world  – the Global Security Initiative (GSI) advocates for collective security under

a new global security framework based on “security for all”, promotes dialogue and cooperation rather than confrontation, opposed hegemony and power politics.

One of the core tenets of the GSI is the principle of indivisible security where no country can ensure its security at the expense of others’ security, that security is a shared and interconnected concern. A nation’s security is as inseparable from the security of other countries and the rest of the world, and zero-sum security approach or exclusive and absolute security at the cost of another is rejected. It emphasizes the consideration of legitimate security concerns of all countries and aims for a balance and sustainable security architecture.

The GSI emphasizes the UN Charter as the core principle, and considers the organization’s central role in global governance and security. It supports the UN’s authority. The GSI expressly reject the Cold War mentality and unilateralism in line with the UN’s fundamental principles of sovereignty, non-interference in internal affairs of nations, and collective security. Xi Jinping stresses that all countries, big or small, strong or weak, should all be treated equally and equal participants in global governance.

            Global Civilizational Initiative (GCI)

In 1996 it became fashionable to quote the book of Samuel P. Huntington “The Clash of Civilizations” that hypothesized that people’s cultural and religious identities will be the primary source of conflict in the post-Cold War world, and wars that followed was made to fit that narrative. The 1990-1995 Yugoslav civil war was often cited a one of Muslims vs. Orthodox Christians vs. Catholics, the Attack on World Trade Center in 2001 blamed on Muslim fundamentalist that gave the U.S. the excuse to attack Iraq and Afghanistan.

            Countless skeptics believe the Muslim-Christian conflict in Bosnia was engineered by the CIA. Likewise, Americans including President Donald Trump and US Health Secretary  Robert F. Kennedy, Jr. have expressed skepticism of the official 9/11 World Trade Center investigation panel finding Muslim fundamentalists to blame. The “Clash of Civilizations” has been used as a pretext for instigating conflict and war. China wishes to avoid this and has since 2020 called for A Dialogue of Civilizations which now evolves into the Global Civilization Initiative.

            The Global Times describes the GCI, “Global Civilization Initiative proposed by Xi ‘provides hope to heal the world in turbulence’.” The initiative calls for “respect for diversity of civilizations, advocating the common values of humanity, highly valuing the inheritance and innovation of civilizations, and jointly advocating robust international people-to-people exchanges and cooperation. The exact opposite of what the west tries to do imposing its values of liberalism, liberal democracy and neoliberal economics on all nations.

The Global Governance Initiative (GGI)

On September 2, 2025 President Xi Jinping  as current rotating chairman of the Shanghai Cooperation Organization (SCO) at its annual summit in Tianjin, China, unveiled the Global Governance Initiative (GDI). This was the fourth global initiative propounded by the president of China to the world, and significantly in the SCO with Russian President Vladimir Putin and Indian Prime Minister Narendra Modi with ten member states, two observer states and fourteen dialogue partners in attendance.

            A month later Chinese Foreign Minister Wang Yi elaborated on the GGI in a speech entitled “Implementing the Global Governance Initiative for a Community of a Shared Future for Humanity.” The minister explained that “80-years ago the international system with the U.N. at its core has been standing as a bedrock of world peace and development, and the idea of multilateralism has taken deep root in the heart of the people. Yet 80 years later today, the dregs of unilateralism are stirring up again…”

            Wang Yi defined its core concepts, “five core concepts: First, sovereign equality to ensure participation in global affairs by all countries; Second, international rule of law for a just and orderly global governance system; Third, multilateralism for greater solidarity and cooperation among all countries; Fourth, a people-centered approach for universally beneficial and inclusive outcomes of global governance; Fifth, real results for a pragmatic and efficient global governance process.”

With these Four Global Initiatives Humanity can indeed start to build the World of Forever Peace and Prosperity. ###
